The Chinese Multimeter That Nearly Held Up 400 Itron Products

The phone rang at 7:50 on a Monday. The auditor on the line was polite, which made it worse. She asked for the calibration record of the handheld meter in the photo attached to our test procedure. I said I would call her back. Then I walked to the test bench and saw it: a Chinese multimeter, gray and scuffed, clipped to a tool bag. It had no calibration sticker.
I almost defended it. The multimeter was only a secondary check. The real reference on the rig was a flowmeter Promag 50. But she wasn't questioning the accuracy. She was questioning the record. If a test tool is part of a documented QA procedure, it needs traceable proof of accuracy. We had none.
That was the day I learned that an Itron Woltex water meter could look perfect on paper and still fail the only test that mattered: the test that followed the equipment of the tester.
Itron Products on the Release List
I'm one of the quality inspectors at Itron. I review Itron products before they leave the facility, which works out to roughly 4,000 units a year. On that particular Monday, we had 400 Itron products staged for release. Two hundred were Itron Woltex water meters for a municipal water utility.
I had already reviewed those meters. The test results were within tolerance. The paperwork was clean. So the report said they were good, and they were good. But in quality, a report is only as strong as the evidence behind it.
Why the Flowmeter Promag 50 Wasn't the Problem
We don't test every meter at full flow. We test a sample on our flow rig. The master standard on that rig is a flowmeter Promag 50. It is calibrated every year, and its certificate was current.
When the flowmeter Promag 50 says the flow is 12 liters per minute, the Itron Woltex water meter in that sample should agree with the published limits. It did. The rig was not the problem. The meter was not the problem. The problem was the hand-held instrument the technician used to check the loop signal during the daily setup.
The Chinese Multimeter Was a Different Story
Let me be clear: I don't automatically distrust a Chinese multimeter. Some of them are excellent. This one was simply not the right tool for a signed test. It had a three-digit display, a low price, and no documentation. Maybe it was accurate when it arrived. I want to say we checked it against a known source, but I can't prove that. The proof was missing, and the auditor needed it.
From the outside, a multimeter looks like a multimeter. The reality is that the true cost of a cheap measurement tool includes the moment someone asks to see its certificate. We could not produce one. That absence triggered re-testing for the whole sample set and delayed the release of the Itron products.
The actual meter hardware had nothing to do with the hold. The Itron Woltex water meter did not cause a single reading to drift. The mistake was in my process: I had allowed a no-name tool into the chain because its price was low.
A Question About Columns and Change
While we were re-running the tests, a colleague in another lab told me about a similar problem. Her team had postponed replacing an analytical column and then thrown away two days of results because the control sample fell outside its expected range. She laughed and said the question she kept seeing online was 'when to change your columns HPLC Agilent?' The real answer wasn't a search result. It was the control chart.
That analogy stayed with me. An instrument can look fine until you ask about the data behind it. A column can look fine until the baseline drifts. A multimeter can look fine until the certificate is missing. The tool is only as trustworthy as the least documented step in the chain.
The Cost Was Not the Multimeter
We eventually got the release approved. The rework took us five days, or rather, almost six days if you count the extra shipping and the meetings. The Chinese multimeter cost around $18. The delay, the overtime, and the expedited freight cost closer to $14,000. I remember that number exactly because I had approved the purchase request.
I have mixed feelings about that audit. It was not fair to the meters. But it was fair to the customer. I've learned to ask what is not included before I ask what the price is. Does a tool come with a calibration certificate? Is that certificate current? What happens when someone needs to verify the claim?
A vendor who lists those items up front, even when the total looks higher, usually costs less in the end. That principle applies to multimeters, flowmeters, water meters, and analytical columns. It also applies to every Itron product we ship.
This happened in Q1 2025. Calibration requirements and product specifications change, so verify current standards before you make a similar call. My experience is based on mid-sized municipal meter orders. If you work in a different part of the industry, your audit rules may differ. But the lesson usually stays the same: be skeptical of the tool, not just the product.
