Renting Test Equipment Was the Biggest Lesson of Our Itron Water Meter Rollout

Five years of Itron smart water meter deployments taught me something I didn't expect: the meters were the easy part. The hard part, from a procurement side, is the equipment around them. By 2024, our specialty test equipment spending was down roughly 42% versus 2021—about $4,700 less per year. We didn't negotiate harder. We just stopped buying instruments that sat idle for most of the year and started renting them during the few weeks we actually used them. If you are budgeting a smart water meter project, plan the tooling model early.
I lead with that because it is the most useful thing I can tell another purchaser. The Itron water meter pricing and lead times got plenty of engineering attention. Nobody was watching the crystal pressure gauge sitting in a storage cabinet for 11 months, or the calibration invoice that arrived every year whether we used it or not.
Context on my seat: I'm an office administrator for a 180-person utility contractor. I manage roughly $350,000 in annual purchasing across 25 or so vendors. Since 2021, we've completed three deployment phases totaling about 26,000 endpoints. My title says administrative, but the function is procurement. I'm not an engineer or metrologist, so I can't speak to accuracy specs. What I can tell you is what our purchase orders and rental invoices actually show.
The Itron app changed what we need from field tools
When we read mechanical water meters, field crews got by with a handheld reader, a flashlight, and a small tool kit. Nobody needed much else. For a lot of smaller utilities, that approach still works fine—and I'm not knocking it.
Smart metering is different. Since our first rollout in 2021, our Itron water meter installations require us to verify registration, signal strength, and abnormal flow flags. The most visible change wasn't the meter itself. It was the Itron app—the field-facing side of Itron's portal that our techs now check before they get in a truck.
That shift changed our buying in a quiet way. Remote checks through the app cut routine site visits, but the planned visits that remained needed different tools. That's when multimeters and pressure gauges started taking up more space on our purchase requests.
The crystal pressure gauge is the clearest rent-don't-buy case I have
A crystal pressure gauge, for anyone who hasn't had to buy one, is a high-accuracy digital pressure instrument used when you need a trustworthy field reading. In our case, we use one to verify line pressure after a new meter installation and to prove a system holds pressure before handover.
That precision comes with strings attached. The gauge is expensive to buy, it needs regular calibration, and the calibration record matters as much as the reading itself when a client's inspector shows up. We own our share of calibrated gear, so I know the drill: track the due date, package it up, send it out, wait for it to come back.
Here's the uncomfortable fact: we used our crystal pressure gauge about eight times during the first full deployment year. That is not enough to justify ownership. Now we rent one for the two or three weeks a year when acceptance testing ramps up. So glad I pushed back on that purchase in 2023. Our ops manager wanted to buy one before the spring testing season; instead, I booked a rental. It arrived with a NIST-traceable calibration certificate dated days earlier, the inspector accepted it without a second look, and the total cost came in well below what we had budgeted for calibration and recertification on a purchased unit. Dodged a bullet there.

If you've ever watched a new tech stare at a Fluke multimeter's rotary switch like it owes them money, you know why this belongs in a purchasing article. We buy a lot of these. And buying the right tool is wasted if the person holding it is guessing.
How to read a Fluke multimeter isn't really about the display. It's about the setup. Four things matter:
- Plug the black lead into COM and the red lead into the VΩ port for voltage and resistance checks. If you're measuring current, move the red lead to the amp jack and put the meter in series with the circuit.
- Voltage is measured in parallel: touch the probes to two points in a live circuit. Current is measured in series: the current has to flow through the meter.
- Set the range before you connect. For a meter pulse output or a loop-powered transmitter, you're usually reading DC voltage. When in doubt, start at the highest range and come down.
- Never measure resistance on a powered circuit. You'll get a garbage reading, and you can damage the meter. Power the circuit down first.
Half of the early 'no signal' calls during our Itron deployments were traced back to a probe in the wrong jack or a meter set to AC when the output was DC. The hardware was fine. The humans were embarrassed.
Test equipment rental is about utilization, not affordability
I have mixed feelings about rental as a purchasing model. Part of me still thinks renting feels like paying forever for something you'll never own. But after five years, my answer is more practical: it depends on utilization, not on whether you can scrape together the purchase price.
Our rule of thumb for any tool above roughly $1,000 is simple. If a crew will use it weekly, own it. If you need it for a few specific weeks a year, rent it. If you want it on a shelf just in case, skip it.
Why test equipment rental? Rental gear arrives with current calibration documentation, which saves our office from tracking due dates. It doesn't sit in a cabinet depreciating. And when a project ends, we aren't left with an expensive instrument that has no next assignment. Over a five-year rollout, that adds up.
I'll also say this: not every rental supplier is equal. We once had a vendor miss a promised delivery date and then fail to produce an invoice our finance team could accept. That led to an uncomfortable conversation with a VP. Vet the rental house like you would vet any supplier.
Where we still buy instead of rent
We still buy Fluke multimeters. Every field tech gets one assigned to them. The tool gets used nearly every working day, techs treat it better when it's theirs, and the administrative burden of tracking daily-use meters through a rental agreement would be ridiculous. Some tools are clearly meant to be owned.
Before you copy our approach, consider what's different about your operation. If you have an in-house calibration lab and a team that rotates precision instruments all year, the math changes. If your crews use a piece of equipment across multiple projects constantly, ownership probably wins. Do your own utilization analysis before switching anything.
That's where I admit the limits of my perspective. A procurement person can tell you what the purchase orders reveal. For the technical side—what accuracy you actually need, how often certification is required, which instrument model fits your procedures—talk to your operations folks and a calibration specialist. I do, before making any big call.
The fundamentals haven't changed: field verification still matters, and you need reliable test gear to do it. How you get that gear is evolving. Renting precision instruments that would otherwise gather dust has become a legitimate alternative for us. That one habit, more than any single meter feature, is what ultimately saved our budget.
