Why the 'Cheapest' Itron Water Meter Quote Cost Us More: A Buyer's Notes on FLIR vs Fluke, Benchtop Multimeters, and ToF Sensors

Ask what’s NOT included before you ask the price. That’s the biggest lesson from five years of buying Itron water meters, benchtop multimeters, thermal cameras, and time-of-flight sensors for a 400-person utility services firm. One 'cheap' quote ran 30% higher than the number on the page. I’ve also seen a full-priced quote end up cheaper than its competitor. I’d rather see a $290 line item that names every fee than a $240 line item that hides them. Period.

That’s not a warm philosophical position about honesty. It’s arithmetic. And it’s the reason the word transparency appears in every vendor review I write.

Quick background so you know where this comes from: I’m the office administrator for a company that provides field services to utilities. Roughly 400 employees across three locations. I manage about 30 vendor relationships and handle most purchases over $5,000. I report to both operations and finance. When a quote is misleading, I’m the one who explains the variance to a CFO who hates surprises.

The Cheapest Itron Water Meter Quote Wasn’t the Cheapest

When we needed 200 Itron water meters for a municipal replacement project, finding a distributor wasn’t difficult. Finding one who would show the full cost was another story. In Q4 2024, Distributor A quoted $114 per meter. Total: $22,800. Distributor B quoted $129 per meter. Total: $25,800. The difference looked like an easy $3,000 decision. It wasn’t.

Distributor A’s quote didn’t include the $1,800 freight charge, the $2,400 programming fee (per meter, on top of the unit price), or the RMA policy that charged $50 per returned unit with a six-week replacement cycle. Distributor B’s quote listed a delivery date, a one-day on-site setup window, and a 5% buffer stock credit for out-of-box failures. Those weren’t extras. They were just on the paper.

I still remember running the full comparison. Total landed cost with A: roughly $27,900. With B: $27,100. The “cheap” quote cost $800 more before we paid a single invoice. And then the field issues started.

During that same project, I told Distributor A we needed technical support. They heard “a phone number.” We both said the same words. We meant completely different things. Our techs spent 11 days waiting for on-site help that was never confirmed in writing. I still kick myself for not putting the word “on-site” into the PO. It was a one-word fix. On-site. That’s it.

The vendor who showed every cost upfront was also the vendor who showed up.

FLIR vs Fluke Looks Like a Brand Fight. It’s Actually a Transparency Gap.

Same pattern. We use thermal cameras to QA meter installations, check heat distribution, and inspect substations. I’ve lost count of the FLIR vs Fluke arguments between our techs. So when we needed to replace one of our cameras, I didn’t pick a side. I asked both distributors the same two questions: “What’s the total price?” and “What’s not included?”

The FLIR quote: $2,100. The Fluke quote: $2,350. Casual observer says FLIR. But the FLIR quote didn’t include the software maintenance plan ($495/year) or the factory calibration certificate ($210). The Fluke quote included both, plus a two-year calibration plan. First-year totals: FLIR at $2,805, Fluke at $2,534. The Fluke quote also arrived as a one-page table. The FLIR quote arrived as a paragraph.

If you remember nothing else: a vendor who can’t produce a line-item quote is making you pay for the transparency they didn’t provide. (Note to self: ask for an itemized table before the vendor asks for a PO.)

Benchtop Multimeters and Time-of-Flight Sensors: Same Story, Smaller Numbers

The same thing plays out in smaller orders, just with smaller numbers. We bought a batch of benchtop multimeters for our calibration lab last year. I want to say it was 12 units—or 10, plus two spares; don’t quote me on the count. One quote was $350 per unit. The other was $420. Same spec, similar brand reputation.

The $350 unit didn’t include the NIST-traceable calibration data our QA process requires. That was $95 per unit on the surprise side. The $420 unit included it. No brainer. Simple.

Time-of-flight sensors went the same way. We were evaluating them for tank-level monitoring at a few remote sites. The low unit price looked fantastic until the interface module showed up as a separate line item, priced high enough to erase the difference. When I asked why, the salesperson said, “That’s how we keep the base price competitive.” In other words, the base price was never meant to be the real price.

So here’s my process now. When any vendor sends a quote, I ask for a line-item table: unit price, freight, setup, programming, training, calibration, RMA terms, and annual recurring costs. If the answer takes more than one business day, that tells me something. If the vendor says “we don’t usually break it down that way,” I move on. That sounds strict. But it saved us more in one project than I care to admit.

When the Low-Cost Bid Is Actually the Right Call

Let me be fair. For commodity purchases—office supplies, labels, standard test leads—a low bid is usually fine. Support costs are low, risk is low. If you can replace the item without losing a day of field work, buy the cheap one. If the item plugs into a regulated process—metering, calibration, safety—the cheap quote is a decoy. At least, that’s been my experience in this industry.

I still look at the lowest bidder first. I just don’t stop there. If I could go back to 2020, I’d give myself a single checklist: ask what’s not included, get the answer in writing, and add up the first-year total cost. That’s it. The rest is paperwork. (Note to self: I should actually build that vendor scorecard I keep talking about.)
