If you need to know how to read a Sensus water meter, or if you are about to spec an Itron Intelis WSource ultrasonic water meter, this checklist is for you. It has five steps. It is not a full engineering manual. It is the list I keep on my clipboard after seven years of ordering and checking water meters for a utility contractor.
I want to say I have made about a dozen documented mistakes. It might be closer to fifteen. The expensive ones totaled roughly $40,000 in wasted budget. I keep this checklist so the next person does not have to earn the same lesson.
The conventional wisdom says replacing a meter is just matching the size and writing down the register number. In practice, the meter is the easy part. The hard part is what you do not verify until the hole is already backfilled.
Step 1: Identify the Sensus register type before you write down anything
A Sensus water meter can have a straight-reading mechanical register or an electronic display. They do not read the same way.
On a mechanical register, the black digits on the odometer are the billing read. The red or white digits are decimals. The little red triangle or sweep hand is not a billing digit. It is a low-flow indicator used to catch leaks.
My first big mistake happened in 2019. I assumed every Sensus meter in the district was the same model. It was not. On 38 endpoints, the crew recorded every number they could see, including the sweep dial and the low-flow indicator. When the billing report came back, the readings looked like six-digit residential usage. That mistake cost about $1,800 in re-reads and one very long phone call.
The fix is simple: look at the meter before you assign a crew. Write down the model, the unit of measure, and the number of digits that matter. Then write it on the work order. Do not rely on memory.
Step 2: Measure the vault, the flanges, and the pipe run
When we started looking at the Itron Intelis WSource ultrasonic water meter, I almost ordered it by picking the same nominal size as the old Sensus meter. The pipe was 6 inches, so I asked for a 6-inch Itron. Same thing, I said. It was not the same thing.
The face-to-face length was different. The flange rating was different. And the existing straight pipe upstream of the meter was shorter than the minimum shown in the flow meter catalogue. I did not open the catalogue until after the first unit arrived. It sat in a warehouse for a month while we ordered adapters and reworked the vault.
Before you order, measure:
- Flange size and bolt pattern
- Face-to-face distance
- Upstream and downstream straight pipe length
- Vault access and clearance for the register and antenna
The flow meter catalogue is there for a reason. Use it before you send a purchase order, not after.
Step 3: Match the meter to the actual flow range
This lesson landed slowly. It took me three or four years and about 150 meters to understand that pipe size is only a starting point. The right meter is the one whose operating range fits the site's real flow profile.
An Itron ultrasonic water meter has no moving impeller, so it usually handles low flow better than a mechanical meter. But every model still has a finite range. Per ISO 4064, a water meter's range is defined by Q1, Q2, Q3, and Q4. I am not going to tell you to memorize those letters. I am going to tell you to check them against two things: the minimum overnight flow and the peak hour flow.
Per ISO 4064, a water meter's operating range is not a suggestion. Q1 through Q4 define where the meter can measure accurately. Choosing a meter by nominal size alone is a shortcut that eventually costs field time.
On one project, the peak flow sat too close to Q4. The meter did not fail. The head loss was just higher than expected, and it caused a pump to work harder than it should have. We caught it only because someone asked why the pressure gauge looked odd.
If you do not have flow history, get a temporary data logger on the line before you choose the meter. Do not guess.
Step 4: Use an oscilloscope probe to test the pulse output
Here is the step most people skip. If the Itron Intelis WSource is sending data to an AMI or SCADA system, do not trust the pulse output just because a multimeter shows voltage.
A few years ago, we had an intermittent signal that drove us crazy for two weeks. Every technician checked the terminals and said the signal was fine because it read 24 volts. The endpoint still could not interpret it. I finally brought out an oscilloscope probe and looked at the actual waveform. It was noisy and rounded. The cable was running next to a power line, and the pulse shape was being distorted. We rerouted the cable and the signal cleared up.
I should add: the oscilloscope probe is not needed on every installation. But when the data gap repeats, use one before you blame the radio or the meter. A 24-volt reading can hide a lot of problems.
Step 5: Run one parallel billing cycle with the old Sensus meter
If you are retiring a Sensus meter, keep it in the ground long enough to read both meters at the same time. One full billing cycle is enough. It feels inefficient. It is still cheaper than a billing dispute.
Our parallel read caught a four percent offset. The Itron meter was configured with the wrong pipe diameter. The reading from the old Sensus register gave us the reference point we needed to see the error. Without that comparison, we would have been billing on the wrong number for years.
To be fair, the old Sensus meter was not broken. It was just old. We were replacing it because we needed hourly data and remote shut-off capability, not because the register was wrong. There is a difference between replacing a meter and calling it bad.
The pricing question I ask now
I used to ask what a meter cost. Now I ask what is not included.
The lower quote for our first Itron order did not include the communication module, the software license, or the extra antenna cable. The quote looked like a winner until the change orders showed up. The vendor who listed every fee on the first page had a higher base price but cost less by the end. I have learned to trust a transparent quote even when it makes the finance team blink.
Errors I have already made for you
- Do not trust the label on the old meter. Verify the model and the register units.
- Do not write same as existing on a purchase order. It is not a specification.
- Do not ignore the pressure loss table in the flow meter catalogue.
- Do not use a multimeter when the problem calls for an oscilloscope probe.
- Do not skip the parallel read to save a week. It will cost more later.
That is the checklist. Five steps, plus the mistakes I have already paid for. If one of them saves you a rework, this article did its job.
