The Itron Smart Water Meter Is Not the Product. The Decision Is.

I've been in the water metering world for over a decade, and I've handled 200+ emergency service callouts. Maybe 180, if I'm being honest—I'd have to check the work order system. But the number matters less than the pattern: in every single call, someone had a problem that was not a meter problem. It was a decision problem.
So here's my view: The Itron smart water meter is not the product. The decision it enables is. If you buy smart metering as a hardware upgrade, you'll be disappointed. If you buy it as a data pipeline, you'll wonder why utilities ran for so long without it.
A measurement is not a decision
When I started, my mentor gave me a Starrett micrometer and taught me how to read it. The trick wasn't the lines, he said. It was the feel. That ratchet stop. The way you rock the frame just a little. The habit of checking the zero before you trust the measurement. I spent hours learning how to read a Starrett micrometer, and I still use one when a mechanical register doesn't look right.
But here's the lesson it took me years to get: a micrometer reading is a single point. It tells you a dimension. It doesn't tell you whether the part was stable over time, whether the operator was having a bad day, or whether the same measurement would come up twice. A CMM—a coordinate measuring machine—gives you precise coordinates, but a coordinate is still just a number until you put it in context.
The same thing happens with water meters. A standard meter reading tells you what was used. It doesn't tell you when it was used, how the flow changed, or whether there's a pattern that shouldn't be there. That's the shift. Most buyers focus on accuracy and completely miss continuity. I've done it myself.
What the Itron smart water meter actually changes
I don't have hard data on utility-wide adoption of smart water meters. What I can say anecdotally is that in my district, the difference between a regular meter and an Itron smart water meter is not the meter itself. The meter still measures flow. It's the timeline that changes.
In March 2024, we got a nighttime alarm from the Itron app. A site with a 36-inch main showed a flow pattern that looked like a heartbeat when it should've been flat. It wasn't a burst. We had 36 hours before a major public event started nearby. With a normal meter, the leak would've been hidden in the next monthly total. We would've heard about it from a customer, or seen a hole in the street. Instead, we saw it at 2 a.m., isolated the zone, and fixed a service line weep before it became a washout.
What was the 'smart' part? It wasn't the sensor. It was the connection from the sensor to the Itron app to a person who knew what a 2 a.m. heartbeat meant. According to the American Water Works Association's 2024 State of the Water Industry report, water loss remains one of the top infrastructure challenges for U.S. utilities. Leaks are not rare events. They're the default. The smart meter doesn't stop leaks. It gives you the chance to see them earlier.
I carry a thermal camera now
Maybe that sounds like a lot of data. It isn't. The same mindset that helps you read a Starrett micrometer is exactly what you need to read the Itron app: curiosity, patience, and the willingness to be wrong.
A few years ago, I put one thermal imaging camera for iOS in my go-bag. Just one. It cost about as much as a mid-range flight, and it's saved us weeks of work. Before, we'd walk into a vault and guess which wall the water was coming from. Now, I scan a panel and see the thermal signature of a damp joint. It's not a calibrated thermal instrument, and I never claim it is. But it's the right amount of precision for triage.
That's how I think about metering, too. A CMM gives an exact coordinate point. My thermal imager gives me a 'probably wet wall.' The Itron smart water meter gives me a 'this one's not right' signal at 2 a.m. The precision of the tool matters less than the speed of the decision.
Why the old skills still matter
Now, I know what some utility managers will say: 'We don't have time to teach crews how to read a micrometer. They need to be on tablets.' Fair. But the skills aren't opposed to each other. They're layers.
You still need a person who understands measurement. If you don't know how to verify a meter, how do you know when the dashboard is wrong? If you don't know how a CMM works, how do you know whether to trust a coordinate report? If you can't read a Starrett micrometer, you might not notice that a register is counting in the wrong increment. The tool changes. The need for critical measurement thinking does not.
That's why I teach every new field tech to read a mechanical micrometer before I give them the Itron app login. It sounds backwards. But once you've seen a tech spot a jammed register by feel, you understand why.
The workflow is the upgrade
Here's the part I've changed my mind about. For years, I thought 'utility-grade' meant 'simple enough for anyone.' I was wrong. The technology should be easy to use, but the workflow around it should be smarter. After 3 years of watching our crews transition to smart metering, I've come to believe that the best operator is the one who treats the Itron app as a triage tool, not a report card.
The Itron app isn't perfect. I'll be the first to say that. But it has fundamentally changed how I spend my mornings. On a typical day, I open the Itron app and sort by alarms. I don't read all four thousand meter points. I read the ones that broke the pattern. A site with no overnight flow and suddenly 0.4 gallons per minute? I'm calling the customer before they call us. A site that runs a little high every night at 11 p.m.? I'm going to drive past and look at the irrigation timer. Put another way: the meter gives you a pattern, not just a total. The meter is not making these decisions. The person behind the app is.
This is the industry evolution I keep coming back to. It's not that old meters were bad. Some of them are thirty years old and still telling the truth. But they only told the truth at the endpoint. The new truth is in the interval, the pattern, the anomaly. That's a different discipline.
But what about the crews who don't have time?
I hear that a lot. We said it too when we first installed Itron smart water meters in our district. Our crews were already behind. We didn't have time to check a dashboard. Then we realized the app didn't add work—it removed the worst kind of work: emergency callouts at 6 p.m. on a Friday.
The first month was rough. No lie. But after sixty days, the same crews were showing me data instead of complaining. Because when you can see a leak before it's on the news, you're not a meter reader anymore. You're a problem preventer. That's a better job.
I'm not saying every utility should buy Itron next quarter. I'm saying the industry has crossed a line. What was best practice in 2015 may not be best practice in 2025. The fundamentals haven't changed: measure, report, repair. But the execution has transformed. If a utility treats smart metering as just another box to install, it'll miss the point.
What I'd tell a manager starting today
Start with the decisions you want to make, not the meters you want to buy. Ask what you'd do with a daily signal from every high-use site. Then ask if you have someone who can read that signal. If you don't, train that person before you buy the hardware.
Yes, I still keep a Starrett micrometer in my bag. I use it less often than I used to. But when I pull it out, I remember that the point of the tool is not the number. It's knowing whether to trust the next number, and what to do about it. I do not mean to say the tools don't matter. They do. But by itself, a CMM is just a machine. By itself, a thermal camera is just a gadget. And by itself, the Itron smart water meter is just a meter.
Smart metering is the ability to see a problem in time to do something about it. That's a human skill. The technology just makes it visible.
So that's my position: Don't think of it as buying an Itron smart water meter. Think of it as buying the ability to make a better decision in the next 24 hours. Everything else is data collection.
